if i buy ipad and take outside the usa and use a local sim card not at&t of course will it work?

LikeDislikeIt is not locked to at&t but it uses a micro sim card which is half the size of a normal sim card so no other carrier has micro sim cards so thats a no.

LikeDislikeYou will be able to use your iPad on AT&T in another country, but it will cost you a lot of $$$.
You will be able to get it jailbroken/unlocked – but it’s not a great idea – unless you know what you are doing and are happy to provide your own tech support.
Remember regular WiFi will work in house/bars/cafes all over the world on any iPad – basically for free.
